CREATING, ENHANCING, & MAINTAINING PUBLIC SPACE
New York employs many mechanisms to enlarge, enhance, and maintain public space. Since the 1960s, the City has used zoning bonuses to encourage private commercial developers to build public plazas and other
amenities. Since the 1980s, public-private partnerships have been a favorite tool, including POPS
(privately-owned public spaces) and BIDs (business improvement districts) which shift the expense of
